Brown, Safety & Security Director i- Liberty Mutual Services -- Evaluation of Asbestos Exposure > Libert}' Mutual's loss prevention department has informed me that their Hopkinton Laboratory in Massachusetts has organized a team of specialists who are available to visit your New Haven Plant with a Mobile Laboratory to assist in the evaluation of the asbestos exposure. They indicate that this team includes an Industrial Hygienist, Laboratory Technician, and an Industrial Health Consultant who are prepared to provide the following services: "1. Acquaint you with the rules and regulations of the Department of Labor Standards relating to asbestos. 2. Evaluate the asbestos dust exposure in your plant and train designated plant personnel how to continue monitoring future exposures. 3. Count the air samples obtained and familiarize your personnel with this techiniEjue. 4. Perform the required respiratory function tests on any of your exposed employees. The results of such tests can be given to the physician of your choice'for his evaluation. 5. Provide consulting service including engineering design and other control measures for asbestos dust exposures. 6. And - finally provide a report which will outline the measures which we think will be required to control your asbestos dust exposure to meet present requirements and lower levels required after July 1, 1976." ~ : "^ . It is pointed out that to meet the asbestos standard, there must be physician supervision to acquire medical history, evaluate pulmonary tests and arrange for chest x-rays by January 31, 1973. This medical supervision is required for all employees exposed to asbestos. They maintain that for purposes of the new regulation the term "exposed to asbestos" will be interpreted as referring to a time-weighted average exposure above one fiber per cubic centimeter, or peak exposures above five fibers per cubic centimeters. There would not be any charge to us for these Liberty services. They are mainly interested in minimizing the possibility of losses through asbestos claims. In view of the requirements of the new OSHA standard for asbestos. Sec. 1910. 99a, I suggest that we take advantage of their offer. If it is agreeable, they would send their representative directly to you to discuss and work out the arrangements. The Mobile Laboratory is expected to be available next month.
