I am convinced, however, that this is a wise move, for it will be more to the liking of the Surgeon General. I hardly think it will excite comment or question from Tidewater or within the petroleum industry, and it has the virtue of not stretching the legal authority of the Public Health Service. I know that this is a significant feature of the present policy of the Public Health Service, and therefore I am much finner in my belief in this euitorial change than I am in any other.
