I am waiting for my environmental group to weigh in.
However, we have an update of our 2006 environmental whitepaper assessment drafted ( unpublished) which describes the BOD/COD measurement. I am not an expert in this area, but the analysis seems to me to indicate that it is appropriate to maintain a BOD measure. The exact method and criteria are open for discussion.

I am getting a number of questions from NAVSEA on the BOD/COD AFFF MILSPEC requirement. Some have noted that we should dropped the BOD measurement requirement from the AFFF MILSPEC.
What do you and Dan Verdonik think??

Gentlemen,
At our meeting last year where we discussed potential changes to the Milspec, you recommended removing the requirement for a BOD limit. Upon reading, "Fire Fighting Foams with Perfluorochemicals - Environmental Review" by Dr Jimmy Seow in Australia, they note:
"the United Nations Organisation for Economic Cooperation and Development (OECD) method for measuring biodegradability of industrial chemicals in water uses the ratio of BOD20 to COD...."
The article suggests that this ratio if quite important.
I'm not an expert in chemistry, nor environmental issues. I need some help from NRL to determine what the correct way forward is.
