MINUTES OF MEETING The minutes of the May meeting were duly approved as sent to the members. II. TREASURER'S REPORT 1. The audit of Phagan, Tilllson and Tremble of the Treasurer's books for the fiscal year ending May 31, 1943 was reviewed, and On motion, duly made and seconded, it was VOTEDi That the report be accepted and placed on file. The report shows an excess of income over expenditures for the year ending May 31, 1943 of $5,019.94* Total budget appropriations for the year 1942-43 were $33,700.00 and expenditures totaled $31,267.34, leaving the underexpended balance at $2,432.66. Surplus funds totaled $22,561.21 on May 31, 1943. 2. At the suggestion of the Chairman, the Secretary was requested to send a list of assessments for the present fiscal year to each member of the Executive Com mittee .. IH. BUSINESS CONDITIONS REPORT NO. 43 Business Conditions Report No. 43 was reviewed. IV. ANNUAL MEETING The arrangments for the Annual Meeting and the Union Dinner were reviewed by Mr. Charles Munson, Chairman of the Program Committee. Hr. H.O.C, Ingraham, Chairman of the Nominating Committee, submitted a report of that committee which will be presented at the Annual Meeting for action. ' V. ASSOCIATION OF AMERICAN RAILROADS' REQUEST TO TANK CAR OffNERS The Committee was advised that on May 10 the American Association of Railroads sent a detailed questionnaire covering costs of. operation to private tank car owners. CMA 066509 19S 2-250 It appears that the objective is to reduce the Iper mile allowance to, owners cf private tank cars. It is estimated that the chemical industry now receives a million and a half dollars per year mileage allowance, which, according to our detailed study- in about 1934 was far below the actual cost of maintenance and operation. The V.C.A. Tank Car Advisory Committee will meet in New York on June 4 to consider thi= question, It may be decided to send out a.cost Questionnaire in order that we can compile our 6 own onerating cost data for appropriate submittal. 1 The issue may be decided by the Association of American Railroads by July 1 consequently expedition is necessary if we are to assemble our data for presentation of the case. The Tank Car Advisory Committee was therefore authorized to proceed in the handling of this casej however, the summarized costs are to be presented to the Executi Committee as soon as assembled and before presentation to the Association of American ' 1 Railroads. 71. OFFICE OF PRICE ADMINISTRATION Problems arising from shortage of chemical personnel in the O.P.A. were reviewed, and in response to their reauest for additional men to serve with them, efforts are to be undertaken to locate appropriate individuals. VII. MANPOWER SHORTAGE IN THE CHEMICAL INDUSTRY On May 25 a conference was held with Mr. L. A. Appley, Executive Director of the ITar Manpower Commission, which included Mr. August Richard, Lt. Col. W. F. Sterling, Lt. Ccndr. R. B. Colgate, and Mr. J. W. Raynolds, Deputy Director of the Chemicals Division of the WPB, and Mr. W. N. Tats on, to consider the recommendations submitted from the Chemical Advisory Committee for relief on the manpower shortage in the chemical industry. Mr. Appley has requested his staff to study the situation and report to him in about ten days. The Committee will be advised of any decision taken by the Tar Manpower Commission. Till, MISCELLANEOUS 1. Technical Committees a. The appointment of Mr. L. L. Hedgepeth of the Pennsylvania Salt Manufacturing Company to membership on the Poisonous Articles and Miscellaneous Packages Committee and the Metal Barrels and Drums Committee was approved.- b. Following the resignation of Mr. H. T. MacArthur, Chairman of the M.C.A. Traffic Committee, Mr. C. H. Beard, Vice-Chairman, automatically beccraes chairman of the Traffic Committee for the remainder of Mr. MhcArthur's term ending December 31, 1943. Mr. Beard's appointment as chairman of the Traffic Committee was accordingly approved. 2. Association Of British Chemical Manufacturers. A letter frcm the Association of British Chemical Manufacturers concerning patents was referred to the M.C.A. Patent Committee for consideration"and recommendations for action. 3. Frank McDonougft. Mr. Derby mentioned that notice had been sent to mem ber executives concerning the passing of Mr. Frank McDonough, President of the New York Quinine- and Chemical Works, Inc. General services will be held on June 4. Secretary Watson was authorized to send" an appropriate resolution to the company and to Mr. McDonough's family. 6es 10 CMA 066512
