Rim Reed Has Shah CMA CMA 1.0 The May 13, 1993, Record of Meeting was approved as written. 2.0 The Panel reviewed the latest Action Item Report. All companies have paid the 1993 Panel dues. Other pending action items were discussed during the meeting as they are included on the meeting agenda. 3.0 Dr. Has Shah reported that Mr. Peter de la Cruz has written a letter to OSHA requesting a meeting to discuss the Vinyl Chloride Standard and related issues. OSHA has indicated that a meeting may be arranged in the middle of October. The Panel letter to OSHA requesting a meeting was distributed. Mr, de la Cruz and Dr. Shah will attend the meeting and report to the Panel on the outcome. 4.0 The Panel reviewed the VCNet Emergency Response Operation Manual. A request was made to include the emergency response numbers of more railroads; however. Dr. Shah stated that only two railroads, UP and SP, have emergency response capabilities. GEON will respond to any vinyl chloride incidents involving BFGoodrich. GEON also will look into emergency response capabilities in the Calvert City, KY, area. Members requested the following number of large, laminated VCNet maps: Occidental Chemical Vista Chemical GEON PPG Georgia Gulf Formosa Plastics Dow Chemical Borden Chemical 5 3 7 3 4 4 10 3 VCNet members will identify any gaps in response capabilities in the VCNet map. Comments on the map should be sent to Dr. Shah by December 31. 5.0 The Panel discussed the possibility of qualifying additional for-hire contractors. Mr. George Marshall, Mr. Gerry Jordan, and Mr. Vergel Perry will review the remaining contractor proposals from Weavertown Environmental Group, Materials Management Group, and Spiltech Services. Panel members will review the dated proposals, and, based on the review, will ask CMA to solicit new proposals from the contractors that the Panel intends to include in VCNet. 6.0 Mr. John Klimavicz reviewed the progress on the vinyl chloride brochure. Mr. Klimavicz requested that Panel members send him photographs to be included in the brochure. Mr. Klimavicz will provide a draft of the brochure text to Dr. Shah for distribution to the Panel. Panel members will review the draft and send in their comments to Mr. Klimavicz by December 1. The brochure is due to be completed by March 31, 1994. 7.0 The Panel agreed to conduct two drills of VCNet. Dr. Shah will provide CHEMTREC with an updated list of Panel emergency response phone numbers. The drill will test the non-member company, for-hire contractor, and railroad emergency phone numbers as well. The Panel agreed to perform a second drill after regular business hours. Dr. Shah will provide Panel members with an estimated time frame for both drills. 8.0 Mr. John Coburn reviewed the September 28 and 29, 1993 Burlington County Vinyl Chloride Safety Awareness Training. Burlington County will hold only one training session next year rather than two. Panel members agreed to send the names of training session attendees to Mr. Perry for the session to be held on October 25-26, 1993 in Laporte, TX. The last workshop of the year will be held in Corpus Christ!, TX on November 17 and 18. Names of training session attendees to that workshop should be sent to Mr. Ron Taylor of Occidental Chemical at (512) 242-5024. 9.0 Mr. Bob O'Brien made a presentation on incident response in marine transportation. 10.0 Mr. Coburn and Mr. Dean Smith reviewed the status of the donation CMA 111788 ROM Vinyl Chloride October 1, 1993 Page 3 of equipment to the Louisiana State University Training Ground by individual companies. The establishment of the training ground is on hold pending the resolution of jurisdictional issue between the local police and fire departments. Mr. Smith will provide a list of the companies and contacts involved in the project to Dr. Shah for distribution to the Panel. Dr. Shah will draft a letter to LSU supporting its efforts for emergency response training. 11.0 Mr. Jordan reported that PPG Industries was visited by the environmental group INFORM. INFORM is contacting chemical companies as part of its outreach program. Mr. Coburn will provide Dr. Shah with INFORM information for distribution to the Panel. 12.0 The Panel reviewed the draft video on vinyl chloride provided by Mr. Coburn. The Panel agreed to add a section on protective clothing. Mr. Mike Lunsford will edit the video and provide voiceover. Any suggestions on the video should be sent to Mr. Lunsford. The Panel agreed to produce a video of 15-20 minutes in length. 13.0 Mr. Perry, Mr. Jordan, and Dr. Shah will draft a recommendation letter to the Interindustry Rail Group concerning the standardization of commercial capping kits. The letter will include the Panel suggestion that the chain link should be out of the Midland Capping Kit for a more efficient fitting of the kit on the dome car. 14.0 Mr. Jordan reviewed the recent VDCM (Vinylidene Chloride Monomer) car transfer operation incident. 15.0 The Panel discussed the decision-making process of when to close major highways due to threat of a chemical release. Most of the member companies work with local authorities to decide when highways should be closed in case of release on a case-by-case basis. 16.0 The Panel conducted an information exchange. 17.0 The Panel presented Mr. Coburn with a plaque in recognition of his valuable contributions to the Panel, especially in the organization of the Vinyl Chloride Network and the development of the Vinyl Chloride Safety Awareness Training program. 18.0 The Panel was informed of the retirement of Mr. Coburn from Occidental Chemical Corporation. Mr. Perry will complete Mr. Coburn's term as Chairman this year. Mr. Lunsford will act as Vice-Chairman. 19.0 Dr. Shah distributed the Panel financial statement. Dr. Shah anticipated a surplus of $35,000 by the end of the year. The Panel agreed to an additional commitment of $50,000 for 1994 administrative, legal, and consultant services. Dues for Associate Members will be $2,000 per company.
