Air samples taken in the building both during work in the building with the ceiling tiles removed and during normal occupancy of the building have been collected and have revealed non-detectable levels of asbestos in all cases except when the work involved direct disturbance of the fireproofing. Samples of the building air conditioning recirculation system filters did not contain asbestos. These filters should be sampled periodically. Samples collected during the shooting of studs into the overhead ceiling 'through the fireproofing) did not result in 8-hour TWA air asbestos levels above the current OSHA PEL or action level (0.2 and 0.1 F/mL, respectively). Samples collected during removal of approximately 2 foot by 2 foot sections of fireproofing during mail room renovation (installation of the mail duct) resulted in air asbestos concentrations that exceeded the current O'SHA PEL. Exposure controls and procedures are needed during operations of this nature. Recommended Actions: + Implement a permitting system for any work that involves direct disturbance of the fireproofing. + Periodically inspect the fireproofing to ensure it remains well sealed. + Inform anyone who works above the suspended ceiling that the fireproofing contains asbestos and not to disturb it without a permit. o Floor Tiles Floor tiles sampled to date have not contained asbestos. Recommended Actions: + Sample additional tiles, as we discussed, o Power Plant Air samples have been collected during normal operations, but they are not yet available. Pipe insulation was in good shape, well sealed and not friable. 18-0000509 Recommended Actions: + Implement a permit system for work, that involves disturbing pipe insulation that cannot be identified as not containing asbestos. + Sample pipe insulation that is identified as "high maintenance" to see if it contains asbestos. + Clearly label those materials identified as containing asbestos. + If needed, based on the finding of asbestos in pipe insulation, establish procedures for and obtain equipment to remove asbestos under emergency conditions. Train appropriate employees to be able to do this work. Insulation in Main Building Samples are currently being collected prior to any work that requires the disturbance of pipe insulation that may contain asbestos.
