One Gateway Center - 19N Pittsburgh, Pennsylvania 15222 RECEIVED OCT i 7 1977 Environmental Affairs Subject: Vinyl Chloride Research Program - Continuation of Multi-Component Studies at the University of Louisville Dear Dr. Dehn: The Technical Panel on Vinyl Chloride Research recommends continuation of the multi-component research program on "Research Techniques and Methods of Detection and Prevention of Carcinogenesis in industrial Workers" at the School of Medicine, University of Louisville. This research has as its objectives the design of methods for early detection, prevention, diagnosis and treatment of those individuals exposed to potentially toxic chemicals with the aim of preventing any serious injury, precancerous lesions, or the development of cancer either on a short or long-term basis. The program is designed to identify, at the earliest possible time, potentially harmful chemicals and to lead to a reduction in their exposure based on objective chemical data. Simultaneously, research is being conducted at the University of Louisville on the problem of vinyl chloride toxicity and disease developed in animal models. Studies of these types are of key importance in testing the potentially more effective methods of detection and/or treatment. Among the important phases of this overall program is the evaluation of immunocompetence systems of individuals with both short and long-term exposure to vinyl chloride and other chemicals. This evaluation is designed to aid in identifying SL 080477" defective or reduced immune surveillance prior to the develop ment of malignancy. Should the number of sponsors be greater, each pro rata share will be reduced proportionately. In making this commitment, it is understood that the Technical Panel has the authority to instruct MCA regarding expenditure of funds including the use of Supplemental Research Costs when modifying and/or extending planned protocols. Our commitment is contingent on collective subscriptions being adequate to fully fund the $297,418 program, and on Board of Directors' approval for MCA 1s continued administration of this program.
