Vinyl chloride is a CERCLA hazardous substance but is not on the list of extremely hazardous substances in Appendix D of 40 CFR 300. At approximately 11:00 a.m. on May I, 1987 an estimated 3000 pounds of vinyl chloride was released into the air when an operator following Improper procedures placed the reactor comput er controls in the manual mode during polymerization to vent inerts from the reactor to the vent recovery system but inadver tently opened the valve to the atmospheric vacuum jet instead. The release was stopped by closing the valve as soon as the error was discovered. It is estimated that the duration of the release was one minute. The material which was released was quickly dissipated by strong, gusting winds estimated at 15-25 mph. There was no known or expected exposure to anyone as a result of the release, and there are no known or anticipated acute or chronic health risks associated with the releases. Consequently, advice regarding medical attention was not necessary. Following the release, Immediate phone notification was given to the following: 1) National Response Center, 2) Oklahoma Civil Defense Agency (David Dill, Operations Officer), 3) Oklahoma City Emergency Manager (J.J. Stewart). The release was also subse quently reported by phone conversation to Don Soule of the City/County Health Department.
