(2) All agency memoranda, studies, or other materials which discuss the effectiveness of the current national emission standard for vinyl chloride as well as the need for any improve ment in such standard, /(3) All industry submissions, agency memoranda, or other materials demonstrating achievement of emission, reductions greater than those required, by the existing hazardous emission, standard for vinyl chloride.
