"The Occupational Safety and Health Act can be made into an instrument to save thousands of lives and prevent millions of job-incurred injuries and illnesses, but it requires both our vigilance and our responsible action," said the labor federation's executive council. It said neither the federal Departments of Labor nor Health, Education and Welfare nor state governments are equipped for more than token enforcement programs immediately.
