A majority of the items in this project are complete and in operation. Punchlists have been issued by Tech Services for these items. A meeting was held with PVC Tech Services and Operations to finalize these punchlists In an effort to complete and close Job 20281. The meeting was attended by:

Each of the items was discussed and the following course of action agreed upon:
1. PVC-5, PVC-14, and HC-12
The work elements listed on the punchlist dated November 7, 1978 issued by Mr. J. L. Griffin were finalized with the exception of work element 4 in PVC-5. Engineering agreed to confirm that the pressure and flow recorder controllers re ferred to in this item were identical to existing controllers in use and that spare parts identified as work element 4 are not required. Also, Engineering agreed to provide Instrument Design assistance to complete work element 5 in PVC-5, work element 4 in PVC-14, and work element 2 in HC-12.
2. PVC-8
PVC Tech Services is still evaluating the Miran analyzer as a permanent and de pendable means of continuously monitoring the stack gases from the PVC incinera tor. However, to continue this evaluation without interruptions, the following minor items need to be completed:
(a) Chain and angle support for a second span gas cylinder. (b) Replacement of the existing solenoid valves by a 3-way solenoid valve with a
continuous duty coil and modification of the sample switching system to operate with the new valve. (c) Elimination of ambient (room) temperature influence on the sample cooler high temperature cut-off switch.

If the subsequent performance of the Miran is satisfactory, a final punchlist will be issued. However, if it is not satisfactory, an alternate analyzing system (possibly a gas chromatograph) will have to be studied. A change to a different instrument would require management approval of a new project or a PC O.
3. PVC-9
The gasholder cleaning system (not an EPA requirement) remains to be tested. Preliminary tests Indicate that some developmental type work may be necessary to make the existing 3" cyclones operate efficiently. The alternative is to find another means for solids separation. A final punchlist can be issued only after such testing is complete.
4. PVC-15
PVC Tech Services recommended using the available spare sample point at the water stripper as an oxygen leak detection point for the VC I recovery system. The additional cost of tubing, filter and installation was estimated by Engineer ing to be approximately $1,500.00 to $2,000.00. PVC Operations suggested that a portable oxygen analyzer, if it is available at the same cost, would be more practical and provide greater flexibility. Engineering and Tech Servic s agreed to look into this suggestion. A formal request is required from PVC Operations to initiate this PCO request for either alternative.
A punchlist will be issued after start up which is scheduled for the week of November 27, 1978.
5. PVC-20
Start up is ?n progress and a punchlist is expected the week of November 27, 1978.
6. PVC-22
Construction is scheduled to complete the last week of December after the delivery of the Floco water meters. The Floco meters have been received (11/28) and field installation is being scheduled for early December.

7. PVC-13, PVC-16, and PVC-19 are complete. A punchlist was not required for any of these items.

SUBJECT: Partial "Punch" List; Projects PVC-5, PVC-14, and HC-12
The following are "punch" list items for the subject projects. This is not necessarily a final punch list, but it does cover all of the obvious deficiencies. It is being issued at this time because of the need to have these facilities in good working order at the earliest possible date. Will you please work with construction to complete these items?
PVC-5
1. A 0-150 psi linear scale and chart are needed for PRC-60101C.
2. The alarm failed to respond when subjecting PSH-60101C to the design trip pressure of 25 psig.
3. Chart windup spools are needed for PRC-60101C and FRC-60101C.
4. Charts on PRC-60101C and FRC-60101C are much wider than our normal controller charts. Can our normal charts be used successfully on these new instruments? Also, are these new controllers different in other ways so that special spare parts (not now in stores) are required for repairs?
5. Reset buttons on panel board must be modified to meet electrical code. These are the buttons installed on PVC-5 and on the original incinerator project.
PVC-14
1. The small nitrogen pressure controller (used to preload BPCV-60101A) does not appear to have a design pressure rating of 275 psig as called for by our specification. Will you please check to see if this instrument can withstand the maximum pressure to which, it may be subjected?
2. The check valve in the nitrogen supply line to BPCV-60101A does not meet our process specification.

3. A sign is needed for the 3-way valve in the oxygen analyzer vent line. The sign should contain arrows pointing t.o the valve handle position for diverting the analyzer vent to atmosphere for calibration and to the position for diverting the analyzer vent back to the compressor suction for normal service.
4 . A sign should be painted and hung near the' D-lF drain timers saying that timers should never be set at "0". Also, a simpler means should be devised for getting the timers back in working order in event they are inadvertently both set to "0" (as has happened already).
5. A clip board holder is needed on B-12 control panel. See PLM for desired location.
6. Miscellaneous painting remains to be done.
HC-12
1. With D-2F valved off, add water to the pot to check operation of the pot high level cutoff switch. After test is complete, drain pot and dry with compressed air.
2. Change the spring in FV-60101D to give a valve operating range of 15 to 18 psig. Valve is air to open.
3. Remove old incinerator piping located south of incinerator.
4. Miscellaneous painting remains to be done.
Most of the items listed here were included in a hand written list Pat Mihalik recently distributed; therefore, some of this work may already be.complete.
We will develop and issue a final punch list on these three projects as soon as operation of the systems allows an evaluation of the facilities.
