Type and Purpose of Inspection Evaluation IV. Facility Description The construction site is located on the north side of Lawrence Street. The site disturbs approximately 25 acres of earth. Waite's Crossing is a thirty - two (32) unit home ownership development consisting of residential units, parking, and landscaping, along a central road (Waite's Crossing). The site engineer stamped plans (signed 6/15/21) are attached to this report. The project area includes historic gravel pits in the northern section, some of which are now designated as PUBHh (palustrine unconsolidated bottom) on the National Wetlands Inventory (NWI). All the soils within the project area are classified as hydrological soil group A (excessively well drained) or sand and gravel pit (see NRCS Soil Drainage Class report). V. Inspection Inspector Tougas requested site access to conduct an inspection on August 8, 2024. A. Opening Conference Inspector Tougas and I arrived onsite at 10:30 am. Tom DiPlacido greeted us. Inspector Tougas and I introduced ourselves, and I presented my credentials. The Norfolk Town Planner, Richard McCarthy, and the Norfolk Conservation Commission Argent, Caitlin Nover, arrived shorty thereafter. I explained EPA was there to assess the storm water / erosion control components and to assess the overall applicability of the NPDES construction stormwater general permit. I further explained that this inspection was initiated by EPA targeting that identified the large clearing associated with the work, and that EPA did not have a record of an NOI for Waite's Crossing. Mr. DiPlacido stated that in conjunction with his engineer and the town planner's office, it was determined that a federal Construction General Permit (CGP) was not required at this site. He stated that the entire subdivision is located within a natural valley that contained all stormwater. He also pointed out the soils were very sandy throughout the entire project and infiltration was rapid. There are wetlands bordering the Mill River to the north of the project (north sections of lots 19-21) and the project clearing / grading was at least 100 feet from the edge of the flagged wetlands. Ms. Nover stated she was there largely to check on the 2 ED_019088A_00012679-00002 potential vernal pools to the north of the project as recent aerial imagery appeared to show tire tracks through the wetlands. Mr. DiPlacido said there was an old road out there that leads away from the commuter rail station and that encourages a lot of off - road vehicle traffic in the project area. He stated he would show us the road. He also mentioned there had been some recent incidents of vandalism, including removing basin covers and silt fencing. I asked Mr. DiPlacido if all clearing was completed for the project at this point. He stated all clearing was complete and currently the subgrades are being raised from onsite burrow pits and onsite processed materials. B. Project Area Tour Mr. DiPlacido accompanied us on the site walk, beginning counterclockwise along the north east side towards the infiltration basin. We observed a catch basin along Waite's Crossing Road. Mr. DiPlacido indicated that it was piped to outfall into an infiltration basin. We observed the outfall and noted the silt fencing at the limit of work in this area. The infiltration basin will remain after construction to treat stormwater. Mr. DiPlacido pointed out a temporary drainage swale diverting water along the western edge of the construction site (lots 10 and 21) into the infiltration basin. This drainage swale will be abandoned when final grades are established. The group walked outside of the limit of work north of the infiltration basin and continued into the woods to observe the wetlands. There is a slight elevation increase between the silt fence and the wetlands to the north. There was evidence of off road vehicles using the old fire roads in this area. We continued along the western edge of the project area. As was observed on the eastern edge, the elevation of the natural topography was higher outside the limit of work over most of the western edge, and exposed ledge was observed. The road at the construction entrance was free of sediment, and the grade slopes into the project area from the adjacent road (Lawrence Street). C. Closing Conference We thanked Mr. DiPlacido for his time. He asked if EPA had any suggestions for improving the stormwater management on site. I told him the site looked good overall, and that EPA would send a report. Unless otherwise noted, this report describes conditions at the facility / property as observed by EPA inspector(s), and / or through records provided to and / or information reported to EPA inspector(s) by facility representatives and as understood by the inspector(s). This report may not capture all operations or activities ongoing at the time of the inspection. This report does not make final determinations on potential areas of concern.
