Plastics Europe * Rue Belliard 40 Box 16 B-1040 Brussels 2966667 wo PLASTICS EUROPE Enabling a sustainable future Fluoropolymers Product Group Brussels, 13 June 2024 Dear IEEE In September 2023, the Fluoropolymer Product Group (FPG) of Plastics Europe announced its commitment `European Fluoropolymer Industry Manufacturing Programme' aimed at reducing emissions generated during the manufacture of fluoropolymers and promoting the safe handling of fluoropolymer resins. The Manufacturing Programme was launched in September 2023 for European manufacturing sites. It builds upon current regulatory requirements in Europe to set the highest standards for fluoropolymer manufacturing worldwide. As a reminder our Programme comprises three pillars: 1. An industry-led commitment to achieve Average Emissions Factors for non-polymeric PFAS residues from polymerisation aid technology that is used in the fluoropolymer manufacturing process; -- By end 2024: 0.009% to air; 0.001% to water -- By end 2030: 0.003% to air; 0.0006% to water 2. A platform to promote the adoption of commercially available state-of-the-art technologies to minimize non-polymeric PFAS emissions in manufacturing; and, 3. A commitment to inform downstream users of fluoropolymers on their safe handling and use in the Guide for the Safe Handling of Fluoropolymer Resins. We have made good progress since the end of 2023, with the formal establishment of an industry consortium to handle our Programme. We are currently in the process of setting up an Advisory Board to assist us in achieving our goals. As conceived, the Advisory Board may comprise representatives of the European Commission, the European Chemicals Agency, Member States as well as technical experts, downstream users and other stakeholders such as civil society. It will act as an independent forum on all matters connected to the three pillars of the Programme and will be tasked with commenting on progress and issuing recommendations. To this end, we would like to ask whether you would agree to be part of the Advisory Board. In principle, the Board will meet on a bi-annual basis. The first meeting is scheduled to take place in October 2024 -- date to be confirmed. During the meeting, we will provide Advisory Board members with an update on our emissions reduction commitments, as well as progress on the other parts of the Programme and discuss with them the key to-dos still ahead of us. In addition, we propose to finalise the governance and working modalities of the Board. We are committed to working closely with regulators both at EU level and in Members States to ensure emissions from fluoropolymers are adequately controlled across their lifecycle and would very much welcome your participation in our Advisory Board.
