Cincinnati 19, Ohio Dear Bob: Pursuant to our discussion in Cincinnati on the possibility of having military approval for lead levels above 3 cc's of TEL, you stated you would feel out the Surgeon General on the general attitude of the'military. We promised to send you what information we had on the use of lead con centrations above 3 cc's/gal., so I am attaching a list.of those companies which have been leading between 3 and 4 cc's. You will note that most of these companies are small independents and represent a relatively small proportion of the total gasoline consumed in the country. We should bear in mind that this was the same general argument for the change from 3 to 4 cc's in 1959. It is the small independent who, because of lack of capital, was not able or willing to put in modern refining equipment and has to rely on TEL to meet octane levels.
