A successful outcome is of utmost importance. At the same time, the regulation has to be futureproof and to the best interest of public health and climate protection. ECOS calls on EU institutions, and especially on the Council and its members, to maintain the ambition of EP's position by backing strict bans on F-Gases with precise deadlines. The revised regulation should not create new environmental problems while tackling the use of F-gases. In opposition to the narrative presented by industry, we want to underscore that the F-gases phase-out must be protected, and the Annex IV bans must remain ambitious, because the European market is already leading in manufacturing F-gas-free alternatives. The lack of a concrete phase-out will only allow the industry to continue producing new potentially harmful substitutes. ECOS will like to bring to your attention that: The regulation should send a clear global signal ensuring the EU remains a leader on F-gas ambition and fast action under the Montreal Protocol. An ambitious F-Gas Regulation will help the EU achieve its climate neutrality goals by 2050 and reduce its dependency on third countries for F-gases and fluorspar imports. A full-scale and prompt transition to climate-friendly solutions is needed to avoid an unmanageable burden on future generations to contain HFC leakage during use and recover HFCs at end of life. A total ban on F-gases will help avoid locking in environmentally damaging HFC blends below GWP 150, which risks ever-growing servicing and maintenance costs and stranded assets. Banning all F-gases aligns with potential upcoming PFAS restrictions under REACH. Please see our position on specific bans and our response to industry concerns in the attachment.
