Joe will decide if any of his staff will join him. Basically it's like getting a meeting with the Mayor but then telling him which members of his staff you want in the meeting - it's up to the Mayor. BLM is under Joe Balash. Joe reports to the the Secretary. Does this help? If you're pursing other meeting within DOI I suggest doing those meetings and then requesting a meeting with Assistant Secretary Balash during another visit.
