Respirator Programs - Medical Examination Requirement In a recent court decision it was determined that an employee has the right to waive any medical examination prior to the : -,uance of a respirator, as called for in 29 CFR 1910.134(b). Thia decision is one further instance of employers being given a responsibility, but not the necessary authority to discharge that responsibility. Guidelines for Control of Asbestos Exposure Mr. Beach reviewed the efforts to date to establish a basis for comprehensive guidelines for controlling employee exposure to airborne asbestos fibers. Two drafts of a System Letter intended to set the policy for the guidelines have resulted in such diverse comments from various departments that a consensus version could not be formulated. As a result, Mr. Beach has prepared a third draft that represents a com pletely different approach to the problem. With the third draft are many attachments that form the nucleus of a set of guidelines.------- LLA 000977 REDACTED Discussion of che third draft and attachments was centered around additional issues chat should be included in Che attachments such as an employee information package and a compendium of exposure measurement re3ults. Further discussion was devoted to the resolution of basic issues fundamental to Che overall direction the guidelines would take. A sub-group composed of Messrs. Beach, Wilkening, Degen and Dr. Steinmetz was appointed to work on che guidelines further in an attempt to arrive at a consensus position. This sub-group will meet prior to the next OHWG -------meeting. LLA 000978 3 - redacted Employee Exposure Recordkeeping Systems Discussion from Che previous meeting was continued on the subject of managing employee exposure records. Mr. Lauritzen presented the major benefits and shortcomings in the system currently being implemented within the Western Electric Company. The availability of several time share commercial systems was also discussed. A sub-group composed of Mr. Lauritzen and Drs. Bisgeier and Steinmetz was charged with Che task of studying Che needs of the Bell System in this area and making a recommendation Co the OHWG. J. M. Degen Secretary LLA 000979
