EPA Inspection Report Receiver ^ oc E. S. Kierstead H. 0. Graff E. R. Senra OCT 15 '.SM k. w. Laundrie Y/3 The U.S. EPA inspection of our plant on January 22-23, 1980 reported the following: r- 1. Our plant effluent has a high level of zinc -- 0,171 mg/l reported. Ohio EPA allowable level is 0.095 mg/l. 2. dL , V1 -c 'C -a. 1'/ CJL C. Z. C- Eleven (11) volatile organics were found -- <J_ 1 a. Rienanthrene 0.5 ug/l c. Anthracene 0.5 ug/l Bio (2-ethylhexyl) pbthalate is a pbthalate ester and can be detri mental to aquatic organisms at low water concentrations. Three (3) mg/l is the fresh water criterion. "Although the level detected in the plant discharge is below this criteria its presence still may be of some concern." 4. The sludge from the ponds is taken to Reserve Environmental Services landfill. The report states -- "This material may contain a large number of organic priority pollutants and possibly a high concentration of zinc." 5. "Other wastes which include trash, paper bags and reactor cleanings are sent to Doherty Landfill in Geneva, Ohio. General Tire is currently talking to Reserve Environmental Services, Inc., however, about the possibility of accepting reactor cleanings." The results of this inspection point out some problems we may have with our water and our solid wastes. We are presently trying to identify the sources of the organics and the zinc. Likewise, new NH)ES permit regulations will require additional testing for organics, metals, etc. Have requested the necessary forms to start our application for an NH)ES permit which expires on March 31, 1981.
