You will notice that the hours 19-23 all have a 1 m/s wind speed, and hour 24 has a 0 m/s wind speed- The first five hours of the following day are also at 1 m/s. The zero is especially troubling. It may have been an hour where there was no reading, in which case a default of 1 should have been put in. It could very well be that the anemometer was not working at all during this period, or was stuck. We may have an argument for for "throwing out" this section of data, i.e., ignoring this period. We've done this before on other modeling jobs with other states. I will talk to our resident meteorologist (Charlie Zarzecki) on Monday to see if he can come up with justification for doing this.
