Since I last wrote to you, I have been tied in very closely with certain Federal war time activities and I have only recently come up for air. The Association still has a $500.00 appropriation for a survey to be made by you and I hope that you are still interested. At the time that matter first came up, the proposed questionnaire to the battery manufacturers was so extensive that it was almost sure to fail in its purpose for three reasons: * (1) that the battery companies engaged in war work were under restrictions as to disclosing their activities including the number of their workers, and (2) the companies were resenting the large number of questionnaires which were being imposed upon them by various authorities, (3) because the individuals responsible in the companies for filling out the questionnaire were under such heavy war pressure that there was little chance of their undertaking the work. ' I think now we might be able to proceed with any sort of simple plan which might be devised and I should like an opportunity to talk with you about it when I am in Cincinnati attending the Spring Meeting of the Association of American Battery Manufacturers.
