Smith called the meeting to order at 9:00 a.m. He announced that K. Rosica has accepted a position in the CHEMSTAR Department of CMA and therefore will no longer staff the Health and Safety Committee. L. Smith reviewed the organizational changes within the Health and Safety area. CMA 061143 HSC Meeting Minutes September 16, 1992 Page 2 L. Smith reported on the items presented to the Board at its September 1992 meeting. L. Smith and L. Rampy reported on the activities of the Responsible Care Coordinating Group (RCCG). The Committee requested a briefing on the PROSPECT pilot at the October HSC meeting. L. Rampy will address the topic at the RCCG planning meeting in October. L. Smith and K. Rosica reviewed the items approved via mail ballot by the Committee in August. The following items were approved: o Comments to EPA on Draft Criteria Statement for "Salts" Under Section 5; o Recommended Policy on Voluntary Development of Chemical Information for Approval by CMA Board of Directors; o $10,000 to Co-sponsor a Peak Release Exposure Project with the Air Dispersion Work Group; and o $20,000 to Sponsor Resources for the Future Workshop on Setting National Environmental Priorities. A. Sapsara briefed the Committee on the status of the 1993 HSC Planning Meeting. She noted that it will be held May 3-5, 1993, at the Lansdowne Resort and Conference Center. The Committee approved the minutes of the July 15, 1992, meeting as written. 2. STEERING TASK GROUP J. Olguin reported on the activities of the STG noting that it has developed a mission and goals statement for review by the Committee in October. He also noted that M. Ferris is leading a project to redraft "job descriptions" for different Committee roles. These will be used at the Committee's annual planning meeting. 3. FT 1992/93 BUDGET J. Olguin reviewed the FY 1992/93 budget, noting approved expnditures to date. The STG will conduct a mid-year review of the current budget in January 1993. He also reviewed the schedule and plans for developing next fiscal year's budget as follows: o all budget proposals will be reviewed by the STG at the November meeting. These are due to staff by November 6. Each focus area should prioritize the project proposals before they are submitted. o a recommended budget will be circulated to the full Committee for review in early December. Final approval will be sought at the December Committee meeting. CMA 061144 HSC Meeting Minutes September 16, 1992 Page 3 o all budget proposals should be developed in concert with the Committee's three year plan, adding a third year. o each focus area should target its total budget at 40% of the total $621,000 budget. Projects that merit greater priority should however not be discouraged. 4. END-OF-PROJECT REPORT J. Olguin presented the draft end-of-project report form, reviewing further changes made by the Steering Task Group at its September meeting. Further comments on the draft should be submitted to S. Tirey by October 2, 1992. 5. RISK L. Smith noted that the Ad Hoc Board Committee on Risk held its first meeting on September 14, 1992. D. Sigman will be asked to report on it at the Committee meeting in October. A. J. Sepesi requested $24,000 to continue work on the Uncertainty Factor Project, The Committee approved the request, noting that $10,000 would come from the Non-Cancer Endpoint line item, and $14,000 would come from the Risk Survey. B. M. Ferris requested $15,000 for executive leadership risk communication seminars, and $25,000 for persuasive benefits messages about chemical products. The Committee approved both requests, noting the importance of sharing the project plans for the benefits messages with other departments of CMA* C. J. Sepesi requested $25,000 to finalize two Risk Dialogue Group projects - a risk training program and a white paper. The Committee approved the request. 6. PELa B. Hookey summarized the background and activities on the occupational exposure standards project to date and requested $20,000 for the project. The Committee approved the request. 7. TSCA As background, L. Smith briefed the Committee on the Board's reaction to the policy on voluntary testing of selected TRI chemicals. The Board supported the policy, but would like to see the HSC communicate more with the Environmental Management Committee. A. D. Macauley and S. Tirey presented CMA's written response to EPA regarding voluntary testing of selected TRI chemicals. Cofta briefed the Committee on the draft TSCA policy to support legislative advocacy. Comments should be sent directly to C. Cofta by October 21. S. Conti cautioned that this is a very early draft and should not be widely circulated. 8. TUR L. Smith reported on the formation of the TUR Issues Group, noting the importance of developing a CMA policy on TUR. 9. RESPONSIBLE CARE* J. Kasper discussed the implementation plans for the Product Stewardship Code of Management Practices. The Committee approved the overall concept and approach. The Committee requested a briefing (possibly in October) on life cycle analysis. 10. SPONSOR REPORTS Committee sponsors briefed the Committee on activities and programs within their assigned areas. 11. L. Smith adjourned the meeting at 2:00 p.m. Minutes Subject to Approval Kathryn A.
