The purpose of the meeting was to search out new and emerging technology for polymerizing vinyl chloride that could potentially impact on VCM emissions. Those attending were: A. S. The specific need and plans for this meeting will be finalized at the meeting of the Steering Committee of the Producers Group being held on June 17. It is believed that the activities relating to the EPA Standard and other critical programs will require the full Group to review the plans developed at the meeting of the Steering Committee. Dr. William Rinehart, Ethyl Corporation, Chairman of the Toxicological Subcommittee is preparing a summary of the protocol which will be sent to you before the meeting. The meeting will be held on Tuesday, July 15, 1975 at The Summit Hotel, E. 51 Street at Lexington Avenue, New York, New York, beginning at 10:00 a.m. Since we anticipate that the meeting should not exceed three hours, there will not be a reception or luncheon. You are requested to make your room reservations with the Summit Hotel as soon as possible. Please contact Betty Smyth, Reservations Manager at (212) PL 2-7000, mentioning that you will be attending the S.P.I. meeting on July 15. The purpose of the meeting is twofold: 1. To obtain approval of the protocol so that it may be submitted to the F.D.A. It should be understood that F.D.A. may not accept our recommended feeding levels and they may request different levels. Should that occur, we will have no alternative but to test at their recommended levels. 2. To obtain approval of an assessment formula. Since we have VCM producers, PVC producers, additive suppliers and PVC fabricators and processors, it's extremely difficult to devise an assessment formula. We will attempt to have several different formulae. Jim Mullins, Shell Oil Co., Box 2463, Houston, Texas 1 - The Committee reviewed the Proposed Standard for Vinyl Chloride issued by EPA on August 1 for interagency review. There were many individual comments made on details of the Standard, its Definitions, and Emission Tests and Procedures. It was agreed that all of those present would send the specific recommended changes in the standard to John Lawrence by Sept. 12. 2 - In reviewing the Emissions Tests and Procedures (para. 61.63) section there was a strong feeling that the Standard is both unclear and inadequate. 3- In order to determine what procedure might be followed to supply EPA with the industries comments and questions on the standard, John Lawrence called Mr. Goodwin's office in Durham. Mr. Goodwin was not available but he was able to learn that the staff has been advised that the deadline on its work on other portions of the standard is September 15. 4- Mr. Lawrence called Mr. Goodwin on Sept. 5 and set up a meeting to be held at EPA's Durham office on Sept. 18 to review the industry's comments on the draft Standard.
