This inspection was conducted under the authority of Section 308 of the Clean Water Act, as amended. The City entered into a federal Consent Decree (CD) on March 1, 2013, with the United States and the State of Mississippi to address unpermitted discharges from the WCTS and deficiencies at the WWTP. The CD requires the City to conduct rehabilitation activities on the WCTS and the WWTP, among other requirements. I. INSPECTION PROCEDURES The purpose of this RI was to investigate complaints received from citizens of the City. Specifically, on March 6, 2023, the EPA received a citizens complaint (complaint number FY23-266711-3709-CV), and on March 2, 2023, received a citizens complaint initiated through the National Response Center (NRC - Incident Report # 1361661). Specific tasks included visiting the complainants address and discussing the details of their complaints. II. FINDINGS (Refer to Appendix 1 for all Photo references) The Inspector visited two sites in the WCTS that was identified in the complaints and identified additional unauthorized discharge points in WCTS in transit. Findings are summarized below. 1. Cherrie Avenue. Refer to Figure 1 and Photos 1. Inspectors observed sewage debris in the storm water ditch in front of 1444 Cherrie Avenue. The inspector also observed what appeared to be a weep hole (circled in red on Photo 1) that could be a sewage path from the residents lateral at the sewer main. The Inspector also discussed sewage issues with four other residents, not the complainant, that resides on Cherrie Avenue, west of Ronald Road. Each resident described sewage backing up into their homes frequently. Several residents stated that they have had plumbers verify that there are no blockages in their laterals. Figure 1. Raw sewage and a buildup of sewage sludge was observed in and around the front side of the resident's home, on the walkway, (Photos 2 and 3), and in the storage area for childrens toys (bikes, etc..). A sewage path was also observed traveling across the resident's driveway and into the house next to the driveway on Robert Drive, (Photo 4). Discussions with the resident indicates that they have called plumbers to the residence more than once and have verified that the issue is in the sewer main. Of note, there is too much volume of sewage sludge and sewage runoff on the ground to suggest that it would have originated from the resident's home. The resident also described point repairs that were made 3 or 4 years ago to the sewer main on Eastline Drive (Photo 5) and that sewage started backing up into his home about 9 months before the inspection. The resident indicated that the City is aware of the problem but has done nothing. 3. McCluer Road. A sink hole located at 1303 McCluer Road was observed next to a sanitary sewer manhole, (Photo 6). The Inspector also notes several weep holes on the opposite side of the sink hole on McCluer Road that smelled of sewage, indicating that sewage may be seeping from the sewer main under, or alongside the road, (Photo 7). Further east on McCluer Road, the inspector observed two manholes at, or near 193 McCluer Road that were missing the manhole covers, (Photos 8 and 10). The manhole at 193 McCluer Road had its manhole cover laying next to the base of the manhole, (Photo 9). Excessive wet weather inflow can, if enough volume is present at a given time, blow the manhole lid from the top of the manhole. End of Report 3 of 7 Appendix 1. The resident had to remove the lateral cap to prevent sewage from entering the house. It's unclear why a portion of the sewage lateral is removed but could be a result of washout from high sewage volume and pressure at the house being discharged from the sewer main. Photo 4.
