On February 26, 1988, air sampling was conducted on the ARCO Sag River to determine if any airborne asbestos was present in the accommodation areas or the engineroom.
The results of the air sampling, which are presented in the attached table, indicate that the airborne concentrations of asbestos were well within the Occupational Safety and Health Administration (OSHA) permissible exposure limit (PEL) of 0.2 fiber per cubic centimeters (F/cc). The airborne concentrations of asbestos were actually below the detection limit of the standard analytical method used in analysis, NIOSH method #7400 revised 5/13/85 as specified in the OSHA standards.
Asbestos bearing materials have been used in the construction of the ARCO
90,000DWT vessels, namely the ARCO Prudhoe Bay and ARCO Sag River. The
materials were used in the bulkhead panels and linings, the transite cement
panels in the living quarters and in the vinyl-asbestos floor tiles. These
materials in their present form do not present a serious health hazard.
However, this may change if the materials are made to be friable through
mechanical abrasion, maintenance activity, construction and fracturing
which may expose the inner surfaces of the panels resulting in the generation
of airborne asbestos fibers.

The chief areas of concern at this time are the mechanical abrasion, construction, the source of fracture of the transite panelling and normal maintenance and handling of asbestos containing materials. It is recommended that, because asbestos containing materials may be present on board in the foreseeable future, an asbestos management procedure be implemented. The procedure should.identify all asbestos containing materials on board, provide guidelines for maintenance activity and modification of the accommodation spaces, protocol to properly use, dispose and clean asbestos containing materials and training for all crew members who may come in contact with these materials. Good housekeeping is also essential in maintaining an environment free of dust potentially bearing airborne asbestos fibers.
