No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Berg, Laney and Brown Company / Snyder Tank Battery facility, which contains five (5) tanks for crude oil and saltwater separation and storage, one (1) saltwater disposal (SWD) well pump shared by the Baugh Tank Battery, and one (1) active production well. One tank was outside containment and appeared to be out of service. Map 1. For additional GPS location and photo metadata, see Appendix 1. I observed the front side of the tank battery with the SWD well pump located outside containment, see Photo No. 3. I observed the right side of the tank battery with a low area in the berm, see Photo No. 4. I observed the backside of the tank battery with a sump area in the corner, see Photos No. 5 and No. 8. I observed the drainpipe for secondary containment with a cap and valve, see Photo No. 6. I observed one (1) tank outside secondary containment that appeared to be out of service that was not properly marked "out of service," see Photo No. 7. I observed overhead piping support, an active production well, and a berm shared with the Baugh Tank Battery, see Photo No. 9. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Berg, Laney and Brown Company being present during the inspection. Areas of concern at the time of the inspection include the following: A low area on the secondary containment berm (Photo No. 4), and One (1) tank outside secondary containment not properly marked as "out of service" (Photo No. 7). Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
