j... we headed West, reporting that a federal district judge has rejected Wyoming's bid for separate Clean Air Act and other penalties against Volkswagen for its emission cheating scandal, saying the air law bars states from enforcing EPA-approved limits on pollution from "new" vehicles unless they adopt California's emissions standards.
Speaking of states, those that support EPA's Clean Power Plan greenhouse gas rule for power plants are reviving arguments over whether the rule's deadlines would be delayed, or "tolled," to account for each day of legal challenges if courts ultimately uphold the regulation, though it might take years for those arguments to become {relevant again.
