The Regional people in the Agency, due to internal machinations, may seek higher approval from Washington. I have also reviewed the concept with Ethyl Corporation. They have already submitted an identical request and await approval. They feel Region V will approve. The problems described in the letter are real. There is an alternative to the use of temperature monitoring, namely the use of a stack sample conditioner offered by Bendix. We have some questions as to whether the use of such a device will provide data acceptable to the Agency. In view of the above, and the rather significant costs to adapt the existing system for stack monitoring, we should assume approval of this request.
