West Building, 9th Floor Washington, DC 20590 Dear Secretary Duffy: I write in strong support of the New York Metropolitan Transportation Authority's (MTA) application to the Federal Transit Administration's (FTA) Low or No Emission Grant Program for its Compressed Natural Gas (CNG) Facility Replacement & Modernization at West Farms Bus Depot Project (Project) located in the Bronx in New York City. The West Farms CNG facility provides fuel for 223 CNG buses that operate on 14 bus routes throughout the Bronx and parts of Upper Manhattan. These bus routes carry nearly 240,000 average weekday passengers, including 7,000 student trips and 5,000 reduced fare trips, for riders who depend on safe and reliable bus service to access schools, jobs, healthcare facilities, and other daily needs. By upgrading the CNG fueling facility at West Farms Depot, this project will enhance the operational reliability, safety, and efficiency at one of the MTA's key transit support facilities. Much of the facility's infrastructure is well past its useful life, and must be repaired to avoid serious operational and safety risks. A full-scale rehabilitation is also needed to ensure reliable bus service for hundreds of thousands of daily passengers. Moreover, this project is expected to result in fewer unscheduled maintenance incidents and reduce annual operating costs of the fueling facility by an estimated 15-20% by using modern technology and upgrading systems.
