toward gutting both programs.

And in regulatory news, EPA indicated in a court-required status report on its review of
the Clean Power Plan that it could soon seek interagency review for a "proposed
i
regulatory action" expected to repeal the existing power plant GHG rule, all but
i
confirming reports last week that the agency has drafted a repeal rule.
