(Sec. 51 FR 34904, September 30, 1986). August 8r 1986 releaset Violation of 40 CFR 61.64(a) (1),(a)(3) and/or 61.65(b)(5). The VCM was released due tojiegligenoe'and an error of the'operator, and lack of written' operating'$ocedure for flushing *uspending~agent`Valve 4 charge lines. Although the release is not considered as a relief valve discharge, it is neither considered a "leak".
