The foliating comnents supplement the data included in the air sampling report and are submitted for your consideration.
OSHA (paragraph 1910.93-) requires that medical .examinations consisting of a chest x-ray, history, and pulmonary function tests be given to all employees exposed to airborne asbestos. If this has not bean done, I would suggest that the program be started as quickly as possible.
A survey should be made to determine if asbestos processing can be eliminated in some areas by having the work performed in a central location. ?or example, the drilling operation at 3-50 could be done in 1-35 '..here other asbestos is handled ard. delivered to 3-50 in closed plastic containers.
Serious consideration should be .given to replacing all asbestos material ;.n.th a less hazardous compound.
As we discussed at several locations, a major problem exists in the clean-up and disposal of waste asbestos material. More frequent clean-up of work stations is needed and it should be b7 vacuum methods. Scrap material must be placed in plastic bags, sealed, labelled, and properly disposed.
I would like to comment that at every location it was noted that no asbestos :raste ..us seen on the equipment or adjacent floor prior to the start of the work. This indicates that you have an excellent housekeeping program already in effect. This was apparent through out the facility.

The exhaust ventilation system at the table saw A-20 needs to be modified for more effective operation. The unit should be separated from the general exhaust system and provided with dust collection devices.
The Federal Register for April 6, 1973 lists the new National Emission Standards for Asbestos as required by the Invironmental Protection Agency.

7 Several of the nore heavily loaded filter papers were examined for total dust loading and it 'was calculated that the dust concentration would be less than half the allowable limit for nuisance dust (50 million particles per cubic foot of air). Generally
where Transite was processed the ratio was 5 dust particles per 1 fiber.
OSHA paragraph 1910.93a requires "sampling of such frequency and pattern as to represent with reasonable
accuracy the levels of exposure of the employees"
This is required in addition to the initial survey. I would recommend that the survey be repeated within
8 months. This could be done by plant personnel or by an outside firm.
If respiratory protection devices are used by employees, then the complete program required by OSHA must be maintained. This includes training, medical evaluation, inspection of devices and their use, periodic cleaning and sanitising, and maintenance of records. From
general observations, I would recommend that operators at those jobs where a large amount of material is removed, be required to wear respirators. Consideration should be given to using a disposable, approved type
of respirator similar to the 31-1 Model 3710.
In view of the health hacards attributed to asbestos and the administra
tive and engineering controls required by COHA, I believe that finding a substitute for asbestos material is well 'worth while.
