Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 245 Market Place Boulevard Cartersville, Georgia 30121 Inspection Date: May 18, 2022 Facility Programmatic ID 3601430859 LAT: 34.2015 LON: -84.7880 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Tony Spann (Lead) Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on May 18, 2022, at a commercial building, formerly rue21, located at 245 Market Place Boulevard in Cartersville, Georgia 30121 (the facility). The unannounced inspection was conducted by Tony Spann and Pamela Storm of EPA Region 4. Tailor Made Enterprises of Georgia, LLC obtained demolition permit # 22020180 for the demolition activity at the facility from Bartow County on February 14, 2022. The inspectors obtained information regarding this permit from Bartow County on May 18, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 C.F.R. Part 61, Subpart M, for the demolition activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility was formerly rue21, a clothing retail store, in which the demolition activity was performed. The owner of the facility listed on the demolition permit is Phillips Edison. Inspection Inspectors spoke with Ms. Andrade, a customer service representative, during the inspection. Ms. Andrade explained that the back door and door frame of the facility was cut out and removed due to leaking and black mold issues. She said she didn't know who the owner of the facility was or who performed the work. The demolition activity at the facility had been completed at the time of this inspection. No evidence of ongoing renovation or demolition activities were observed by the inspectors.
