Date -- 10!7/'/71 7 Date - 6ENFORM-019-R6 (10/6/14) 1 SNF Flo pam October 25, 2017 Section I -INTRODUCTION PURPOSE OF THE INSPECTION EPA Region 6 inspectors Rachel Matthews and Mike Tillman arrived at the SNF Flo pam chemical plant (Plant) at 9:00am on October 25, 2017 for an unannounced Compliance Evaluation Inspection (CEI). After initial facility entry we met with Timothy Kane, EHS Manager of the Plant, as well as other staff, at the opening conference. We presented out credentials to Mr. Kane and informed him this was an EPA inspection to determine compliance with the facility's National Pollutant Discharge Elimination System (NPDES) permit and Clean Water Act (CWA). The inspection was conducted under the authority of the NPDES permit program, in accordance with the Federal CWA. This report is based on information supplied by the Plant's representatives (the permittee), observations made by the U.S. EPA inspector(s), and records and reports maintained by the permittee, the State of Louisiana, and the U.S. EPA. FACILITY DESCRIPTION The Plant is located on Highway 405, in Plaquemine, lberville Parish, LA. It is a new organic chemical manufacturing facility that is not currently built out. While construction is still underway, and several process units are not built, the plant is permitted for full production capacity. The facility is located on 900 acres, with 85 acres designated for build-out. The primary product made is polyacrylamide powder generally used as a flocculent, but also used in agricultural and mining industries. The current permit (Appendix 2) was effective on November 1, 2016. The permit includes authorization to discharge wastewater from eight (8) outfalls, four (4) of which are internal. Final discharges are to the Mississippi River and the Bayou La Butte. Outfalls 01A and 01B are for intermittent discharges of non-process area storm water, light industrial area storm water, some loading/unloading areas, hydrostatic test waters, equipment wash water, firefighting systems, etc. These outfalls discharge from the storm water detention pond, first going to the Mississippi River (from 01A) and during emergencies to the Bayou La Butte (from 01B). Outfall 002 is also intermittent and discharges monitored wastewaters from all four (4) internal outfalls to the Mississippi River. Internal outfall102 includes the continuous discharge of sanitary wastewater. Internal outfall 202 includes only filter water from the raw water treatment system. Internal outfall 302 includes the intermittent discharge of process wastewaters, process area storm water, and other wastewaters.
