Current information indicates it is a mixture of 1% PFOS, 15% diethylene glycol butyl ether, 79.39% water, 2% Sultone foamer, 1.5% sodium octyl sulfate, 1% sodium decyl sulfate, 0.06% sodium lauryl sulfate, and 0.05% benzotriazole.
