You w ill r ec a ll that at the m eetin g held in D etroit on O ctober 24 to review the status of our com pany-w ide a c tiv ities to com bat an ti-T E L le g isla tio n on the W est C oast, I reported m y con versation s with the auto m otive ind ustry with regard to th eir program s to develop engine m o d ifica tions and design changes to m in im ize exhaust e m issio n s. I a lso stated that we w ere settin g up a program at the D etroit L ab oratories to develop som e b a sic inform ation in th is field w hich we hoped to rep ort, eith er in the form of a paper or a d iscu ssio n of som eone e ls e 's paper, at the M arch 1962 SAE P a ssen g er Car M eeting.
It w as a g reed that we w ould reco m m en d to D r. K irby that our party lin e b e - ( l ) We planned to continue our w ork on exhaust c a ta ly s ts . (2) We w ere confident that a ca ta ly st could be developed which would operate s a tis fa c to r ily on lead ed g a so lin e s. (3) We planned a p rogram , u tilizin g our background and exp erien ce in working with autom otive en gin es, to develop som e b a sic inform ation as to engine m od ification s and design changes which cou ld be e x p e cted to red u ce ex h a u st h yd rocarb on e m is s io n s . In the s u b s e quent d iscu ssio n s with D r. K irby and M r. T urner this party line w as approved.
P relim in a ry plans have been m ade by SAE for a fu ll-fled ged sm og se s sio n at the M arch M eeting. I attach a lis t of papers which have been suggested. You w ill note that papers are proposed covering both exhaust d evices and engine design m odifications. The various com panies have not as y et o fficia lly approved the p resen tation of th ese p ap ers. It is , th erefo re, p o ssib le that som e of the papers m ay have to be d eleted . On the other hand the lis t does show that the autom otive industry is about to speak up on th is w hole broad subject and this m eeting w ill be, as we had planned, the

appropriate tim e for us to rep ort on our work on engine d esign as w ell as our work on catalytic d ev ices. We w ill decide later w hether our p resen ta tion should be a paper or a d iscu ssio n of som eone e lse 's paper.
Since it w as agreed that we would w ait until th is m eeting to publicize the fact that we w ere w orking on engine design, as w ell as on ca ta ly sts, the above is ju st to keep you inform ed on w here this m atter stands.
