Section I - INTRODUCTION
Arcadia Operating, LLC / Norman Prince Lease Inspection Date: 03/06/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Arcadia Operating, LLC oil and gas facility located near Talco, Texas on 03/06/2020 for an unannounced inspection. There were no representatives of Arcadia Operating, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is located on the Norman Prince Lease and has state identification number of: RRC No. 01737. This lease was a sour gas production lease.
Section II - OBSERVATIONS I observed that the brine pump leaked into a small sump in the secondary containment area. There was a larger separate pit with 1-2 feet of fluids in it at the facility. I observed a drainpipe and valve in the secondary containment that was next to a marsh.
Section III - AREAS OF CONCERN There were fluids in the secondary containment area.
Section IV - FOLLOW UP EPA water enforcement will refer this to EPA Region 6 SPCC program.
