Alcohol Fire At DV-103 And DV-104 1.0 Objective: 1.1 To provide a guide to the actions that should be taken in the event that an alcohol fire occurs at DV-103/104. To respond to this emergency in an environmentally sound manner. 2.0 Responsibility: 2.1 It is the responsibility of the operations supervisor and operations personnel to ensure that this procedure is understood and used in case of an emergency involving a fire at the alcohol storage area. 2.2 It is the responsibility of the senior operations specialist and the operations specialist to ensure that this procedure is executed in a safe and efficient manner. 3.0 Simulated Conditions At Time Of Emergency: 3.1 A gasket has blown out on the upstream side of the discharge valve on P-104A/B. 3.2 Wind direction is out of the west. 3.3 Wind speed is ten (10) knots. 4.0 Special Notations: 4.1 Do not expect everything to fall in order as listed below. 4.2 Emergency procedures are written with the intention of having in black and white what procedures should be followed under ideal circumstances. They do not take the place of common sense. If there is a fire, we have a fire department to handle it. Don't tackle something that could injure you because you don't have to experience or training to handle it. Small fires in trash cans or some insulation fires can be handled by most of us. Don't wind up making the problem worst by getting hurt or rushing in and doing the wrong thing. The same thing applies to spills and other emergencies. ----- Use common sense........ DO A 059747 CONFIDENTIAL 5.0 Outside Operator: 5.1 Investigate spill if possible. Report the degree of the spill, fire, location to board person and have him contact security. 5.2 Instruct board person to shutdown the glycol ethers plant. 5.3 Put on scott air pak (vapors in area). 5.4 Get an emergency radio as soon as possible. 6.0 Board Person: 6.1 Sound emergency horn and announce spill or fire. 6.2 Trip sprinkler system for area one. 6.3 Trip reactor system, block T-110 overheads and recycle flows. 6.4 Be prepared to trip vent stack.(Monitor reactor pressures) 6.5 Trip P-104 A/B from motor control center with stop switch. 6.6 Stop transfers to DV-103/104 and block at block limits (do not enter DV-103/104 dike area). 6.7 Trip the ethanolamines plant on instructions from lead operator. 6.8 Call plant superintendent as time permits. 7.0 Lab Person: 7.1 Put as many deluge guns on fire as soon as possible and trip sprinkler system if not already tripped. 7.2 Put on scott air pak (vapor in area). 7.3 Get plant radio for communications with control room. 7.4 If pumping area one sump, reduce flow, if dumping stop. 7.5 Make sure valve on dike around DV-103/104 is closed. 7.6 Make sure area one trenches are being flooded. 7.7 If alcohol accumulates inside dike wall use foam gun if possible. Once there is foam covering all the alcohol in DV-103/104 dike area stop applying foam (do not spray foam in dike area with deluge gun).
