The fuel at this Facility is not sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has one, STI-P3 underground storage tank (UST) with two compartments that was installed in June 1998. The first compartment (aka Tank 1) contains regular unleaded fuel and has a 1,000-gallon capacity. The second compartment (aka Tank 2) contains diesel fuel and has a 2,000-gallon capacity. Piping for both compartments is single-walled fiberglass reinforced plastic and operates with safe suction. Inspection Narrative On July 22, 2025, the EPA UST program personnel conducted an inspection at Plenty Coups High School in Pryor, Montana. The EPA last inspected the Facility on October 10, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, called the Facility operator and sent an email on July 7, 2025, to schedule the inspection and provide inspection details (see Attachment A) The EPA inspection team arrived at the Facility at 9:00 a.m. MDT. Ms. Grabowski introduced herself to the Facility operator and presented inspector credentials. She proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment B. Copies of operation and maintenance records are in Attachment C. 2020007-Plenty Coups HS Page 1 of 3 7/22/2025 UST Inspection Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS 300C automatic tank gauge (ATG), which performs static leak detection tests via probes in each compartment. Records of passing release detection tests were maintained onsite from August 2024 - July 2025. A record of annual operability testing for the ATG console and probes, dated July 17, 2025, was provided to EPA via email before the inspection. Piping Leak Detection Piping at the Facility operates with safe suction; therefore, no release detection monitoring is required. Cathodic Protection A Cathodic protection (CP) test record, dated July 2, 2024, was provided to EPA via email before the inspection. The test results are passing. The previous test record, dated March 19, 2021, is available in EPA records. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Records of triennial testing for spill buckets and overfill prevention devices (flapper valves) were provided via email before the inspection. According to the test forms, all spill buckets and flapper valves passed testing on July 3, 2024. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly and annual walkthrough inspections records for the last 12 months were maintained onsite. The checkboxes indicating required monthly tasks were not filled out for 2025 on the form. The last annual walkthrough occurred on July 17, 2025. Operator Training A Class A/B operator training certificate was maintained onsite for C operator needed, as is the only operator for the Facility. . There is no unique Class Financial Responsibility Plenty Coups High School uses the Montana state fund as a financial responsibility (FR) mechanism for the UST. A certificate of FR was maintained onsite at the time of inspection. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, ATG risers, dispensers, and the ATG console. The diesel spill bucket contained a small amount of water. The tank probe wiring appeared to be in good condition, and the ATG console was free of active alarms. Additionally, the former tank fill ports can be seen next to each current dispenser.
