Mr. Michael Pearson represented the facility at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the C12: Arkansas Oil, LLC / Midway Smackover Unit Tract #3 Tank Battery facility, which contains five (5) tank batteries for a total of thirteen (13) tanks that include storage, separation, and free water knock out (FWKO) for crude oil and saltwater processing and storage, and nearby three (3) Class II Saltwater Disposal (SWD) injection wells. There are four (4) additional storage tanks for refined product. Map 1. Aerial imagery (Google Earth dated 09/08/2023) of the C12: Arkansas Oil, LLC / Midway Smackover Unit Tract #3 Tank Battery facility. 2 Section II - OBSERVATIONS C12: Arkansas Oil, LLC / MSU Tract #3 Tank Battery (ARU002303 / CWA) Inspection Date 04/17/2025 I observed the facility secondary containment, pipes and valves, storage tanks, and separators/treaters; see Appendix 1 (Photographs Log), Photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I observed flowlines to and from the facility within a utility right of way and through wetlands adjacent to the facility, see Photos No. 2 through No. 6 and No. 9 and No. 10. I observed the flowline collection dump system with an active leak of saltwater at one of the pipe joints, see Photos No. 5, and No. 7 and No. 8. I observed one tank battery with four (4) storage tanks that appeared to be out of service, see Photo No. 11. I observed the tank battery for the FWKO tank and an active release of crude oil/saltwater from a cut in the berm, see Photos No. 12 through No. 19. I observed a small tank battery for a separator and some additional equipment outside secondary containment, see Photo No. 20. I observed additional nearby wetlands that had been impacted from a crude oil/saltwater release from June 2024, per onsite personnel, see Photos No. 21 and No. 22 and No. 24. I observed a flowline with an active leak outside secondary containment, see Photo No. 23. I observed a tank battery with two (2) storage tanks and two (2) pumps with residual crude oil inside the secondary containment, see Photos No. 25 through No. 26, No. 28, and No. 30. I observed the drainpipe for the secondary containment referenced above without a shutoff valve or cap, see Photos No. 27 through No. 29. I observed four (4) tanks for refined product outside secondary containment that were actively leaking, see Photo No. 31. I observed one of three nearby SWD injection wells associated with the facility, see Photo No. 32. Section III - AREAS OF CONCERN A closing conference was held with Mr. Micheal Pearson with C12: Arkansas Oil, LLC after the inspection. Areas of concern at the time of the inspection include the following: Historic and active crude oil and saltwater releases into nearby wetlands that have not been properly remediated (Photos No. 3 through No. 6, No. 9 and No. 10, No. 17 through No. 19, No. 21 and No. 22, and No. 24, and No. 29), 3 C12: Arkansas Oil, LLC / MSU Tract #3 Tank Battery (ARU002303 / CWA) Inspection Date 04/17/2025 An active saltwater leak from a pipe joint at the flowline collection system (Photos No. 7 and No. 8), Storage tanks not in use without proper labeling (Photo No. 11), A cut berm for the FWKO tank with loose crude oil and saltwater discharged onto the ground and into the surrounding area (Photos No. 12 through No. 19), The transfer line for the FWKO tank without a catchment bucket or control mechanism (Photo No. 14), An active leak from a flowline outside secondary containment (Photo No. 23), Loose crude oil and saltwater inside secondary containment for a tank battery onsite (Photos No. 25, No. 26, and No. 28), A drainpipe with no shutoff valve or cap for one of the tank batteries (Photos No. 27 through No. 29), A low area in the berm for one of the tank batteries (Photo No. 30), and Four (4) refined petroleum product tanks outside secondary containment with leaks to the ground (Photo No. 31).
