Mr. R. H. Ebbets International Refining Company Talara, Peru
Dear fir. libbetsj
As promised during my last visit I am sending copies of regulations for the mixing, handling and transportation of ETHYL Fluid* T ese consist of the following} ,
1. ''Regulations governing the Transportation of Motor Fuel Inti-Knock compounds*"
2. ^Regulations for handling and mixing ETHYL Fluid ty means of barrel equipment and for related activities." (English and 5panish(
General and Special regulations for mixing ETHYL Fluid with gasoline. (English and Spanish in placard form for posting.)
The man you have assigned to supervise and report on shipments and transfers of ETHYL Fluid should be guided by NS. 1,
No. 2 applies to all persons supervising, handling or otherwise directly concerned with the use of ETHYL Fluid. The various sections indicate the special regulations pertaining to specific pbases of the work and are, I believe, self explanatory, Section V is slightly different as it concerns the cleaning of tanks used for gasoline containing ET'JYL Fluid. It should be noted that some equipment differing from that usea in the mix-- ing of ETEHYL Fluid with Gasoline is required for this work, Also as regulations of section V apply to the cleaning of storage tanks wherever such storage tanks are located, we would be grateful tp you to see that this operation is carried out in accordance with this section for those points to which you supply gasoline containing ETHYL Fluid where the tank cleaning comew unde:if your jurisdiction and we would appreciate if you will advise us those points supplied by you where the tank cleaning does not come under your jurisdiction.
No. 3 For posting at blending plant as per caption before section II of the regulations mentioned above.
Eery truly yours.
