PURPOSE Special caution is necessary when work assignments are in a confined space. Precautions must be taken to ensure that the work environment is hazard-free and life sustaining. Personal protective equipment and clothing nay be necessary to support life. SCOPE A manhole, sewer, underground chamber, drum, vessel, tank or other enclosed space or confined area must not be entered without first taking adequate safety precautions. SAFETY PRECAUTIONS FOR CONFINED SPACE 1. A confined space shall not be entered if the work can be performed from the outside. 2. Blind inlet and outlet lines, lock all valves in the closed position, lock out all power sources, make sire the enclosure is completely isolated. 3. Aerate the area as long as possible try opening entry way, removing covers or providing general forced exhaust ventilation. M. Steam clean and water wash the space to be entered. Supply air to the confined area for drying the interior. 5. Obtain a safe work permit from your supervisor for entry as well as for the work to be performed. This permit reflects that the conditions are safe for entry. 6. Electrical equipment in use at the exterior of the enclosure must be explosion proof and in an upwind or cross wind position at a safe location. 7. Lighting on the interior of an enclosure must be supplied from a 12 volt electrical system. 8. A lead-in-air analysis is required for all product tanks. 9. Steam lines entering enclosures must be disconnected and offset. 10. Confined spaces or enclosures that have been vacated for one hour or more voids the safe work permit. The conditions must be re-evaluated before another permit may be issued. Metal enclosures -should not be opened or entered during an electrical storm or when lightning is occurring. Remove all personnel working in such confined spaces as a tank or drum and shut down the work until the lightning ceases.
