Martin D.P. 0TKeefe Subject: Area Monitoring Report for VCM Preparations are well under way for changes necessary to meet the more rigorous VCM regulations required on April 1, 1976* Eight gas chromatographs have been ordered to replace eight total hydrocarbon analyzers (3 at Avon Lake, 3 at Louisville and 2 at Pedricktown). Delivery is expected about March 1, 1976, or sooner. Avon Lake and Long Beach already have gas chromatographs in operation and Henry is planning to rededicate an existing process gas chromatograph to VCM monitoring service. Each of the eight new GC systems will be equipped to alarm at 1, 5, and 100 ppm, and will handle between 6 and 10 streams. Analysis time per stream will be 60 seconds. Thirty counters are being provided with each machine to count the number of alarms or excursions during a given time period. There will be 3 counters for each stream. The existing recorders will be modified from a 0-100 linear readout to a 0.1 to 100 three decade log readout. Most readings should fall in the middle third of the chart (0.1 to 1 - 1 to 10 - 10 to 100). Presently, area monitoring results in the five PVC plants are being reported weekly to Cleveland (Carol Sekerak). Values are reported by building and by floor within the building as l) average of all readings during time period, and 2) $ readings } 5 ppm. Around April 1 or as soon as the counters are in operation, the present area monitoring report format will change. Averages will no longer be reported; only the number of excursions or alarms, Plants not having counters should consider using them.
