MINUTES OF SHAC COMMITTEE MEETING OCTOBER 21, 1975 Present: R. Rosenberg J. A. Glass R. L. Maute J. L. Rasmussen Absent: L. Schwab A. J. Bolton HOURLY SAFETY COMMITTEE BUSINESS There are a number of items under study and work is in progress on all items on the Hourly Safety Committee Agenda but there are no unresolved items to be forwarded to SHAC at this time. CED-SAFETY AND PROPERTY PROTECTION SURVEY REPORT The CED-S&PP Survey report on the visit of George Ostroot and Ed Kilper has been received and copies issued to members of the Plant Manager's Safety Board (PMSB) for comment. Some replies have been received and a summary of all replies will be prepared for review at the next meeting of PMSB. Some areas of action are: 1. Compliance with OSHA Standards for Guarding Attempts to comply with OSHA Standards on guarding of rotating equipment are underway throughout the plant. Some areas feel the need for clarification of the standards. The Safety Department has a limited number of 111-page book entitled "OSHA Compliance Guide (Vol. 3 Inspection Survey Guide for OSHA - A Self-inspection System) that should be helpful. If this book is needed or if there are additional questions, the Safety Department should be contacted. 2. Eyebaths Located Within Three-Foot Shower Circles Almost all of the eyebaths located within the three-foot shower circles were corrected prior to the annual housekeeping inspection. 3. Ladder Inspection Present plant policy requires the user to be responsible for the inspection of the ladder before he/she uses it. John Rasmussen reported that a proposal is being developed to include ladder inspection as a part of the P-Bulletin for weekly inspections of safety equipment within every unit. 1*. Biennial Loss Prevention and Environmental Control Review The Plant Manager's Safety Board has adopted the following policy at its last meeting: "It will be the Texas City Plant policy that a formal Loss Prevention and Environmental Control Review will be held for each operating unit at least once every two years. Arnold Glass will obtain copies of CED Procedure 602 for members of the committee to use in the development of local procedures to implement the PMSB policy stated above. ODORANT IN NATURAL GAS An EUO issued on October 2 was authorized by J. B. Cook to begin work on design of a system to add odorant to natural gas used in the PT Laboratories, Control Laboratory and Cafeteria. Other areas within the plant are also being considered. OFFICE AND CLERICAL SAFETY TASK FORCE A task force has been formed with Dr. Rose Mary Fritz as Chairperson to determine the nature and extent of involvement of office and clerical employees in the overall safety program of the Texas City plant, and to determine how their participation might be increased. Members of this task force are: Glenda Meisetschlaeger Tressa Bryant Marily Butcher Juanita Hicks Marjorie Grady Elijah Squier Ray Macik BLOOD BANK SURVEY The results of the survey conducted by the Unit/Craft Safety Representatives indicated a genuine interest in establishing a connection with a blood bank whereby Monsanto employees could participate. The Safety Department (Medical Group) will begin the steps necessary to establish the connection with the Blood Bank at once. HAZARDOUS VAPOR SPILLS SHAC has received several inquiries about appropriate actions to be taken when an operating control house is downwind of a hazardous vapor spill. The Safety Department is investigating the problem and will obtain information from other Monsanto locations on how they handle such situations. UNIT/CRAFT SAFETY REPRESENTATIVE AND SUPERVISORY CONTACT TRAINING The Safety Department is developing a proposal for a second training session for the Safety Representative/Supervisory Contact teams.
