It is limited to items -which meet all aspects, composition, and performance of the specification. In some cases it is necessary to modify certain requirements of a government specification formula such as application technique, drying, etc. so as to conform to a customers . specific requirements. PROCEDURE: REDACTED FOR PRIVILEGE 1. Wien an affidavit or certification is required on a government specification material, it will be issued by the factory which manufactured the material. This regulation holds regardless of where the goods may be warehoused at the time of shipment. Sometimes the manufacture was at one location and shipment was made from another warehouse point. 2. The affidavit or certificate may be prepared by either the Quality Control Department or the FV&L Laboratory. It must however be prepared by the individual who actually ran the tests on the batch. Verification that the test results listed on the affidavit actually meet- the government -specification must be made by either a qualified government inspector or by the PV&L Lab. 3. Only those tests actually performed on a .specific batch should be listed on the affidavit or certificate. For such purposes a form similiar to Attachment A should be used. When notarization is.necessary, use Affidavit'form 10917.
