Dear Mr. Lanza: Follovingour previous correspondence I received Gardner's material and aa veil as I could, during- the extreme pressure of working on a large legislative program here, I examined it in re lation to the expressed, desire that some publication should be made of it, possibly even a monograph. I cams to the tentative conclusion that the more ambitious type of publication as a real monograph is questionable, but that the partially completed manuscript which Gardner left could properly be published as a final report upon the experimental program which so far as the immediate problem was concerned, had been oonpleted. Then I got involved in finishing up the year* s effort and de cided to delay my decision until I could review the question. Your letter came Just as I vas turning the matter over in mind again. It appears to me that to use Gardner's material in a monograph in which the writer would have to set forth his own views and add material of his own would be neither fish nor flesh and might be foul, to use a bad paraphrase. Although Gardner's material would be used, the view point would not be his and the writer might not be able to accurately represent him, try as he might. Also the additional material necessary would not be Gardner's. In other vords, to collaborate with anyone, posthumously, without that one having even contemplated it, perhaps would not be proper. On the other hand to submit hie manuscript for publication practically as he has it written, with an explanation, would be to properly represent him.
