PPG FI LES During the pact year the Traffic* Csmmittoo hold three meetings to consider important subjects affecting transportation. * m The National Classification Board, representing the motor common carriers,' has docheted several proposals that would result in substantial increases in freight cost iz they are adopted. The original proposal NCB Docket 122 Subjoct 75 in January was superseded by Docket 122 Subject 164 in Karch, 1566. These proposals would establish density ratings on insulating materials based oa packaged weight per cr.ra foot. Th committee members compiled comprehensive product data relating to density and this was collated by Jack Barnhart for the eutiro industry. 17o attended a hearing before the Board in July aad thoroughly reviewed the unworltable and impractical aspects of density ratings ca these products. r It was pointed out that there are nary thousands of different sises and weights iuvolvod, and neither the shippers or carriers would he able to t administer and police such a system c truek ratings. The Board urged - V to recommend "failure of adoption". This cubjest is .still pending and dis position will not he announced until a later date. Another related proposal has jest recently been docketed by the National Classification Board, which would affect all products with a packaged dsnsity less sis: pounds par cubic foot. During the past year railroad ears have been in short supply in many parts of the country and the I. C. C. has invoked several service orders requiring the return c empty cars to ownership lines. Demurrage charges on railroad carccrrsccncreased effective May 1* 1966* to $7. 50 per day for the first four days after expiration cf "free time" and to $15.00 per day for each day thereafter. Saturday* Sundays and Holidays ere no longer included in "free time" if they occur after the second charge able day. A railroad proposed charge to receivers of $25.00 for failing to clean out cars after unloading has been aggressively opposed by chipperc and is stall under consideration. Due to increased leadings anticipated by the railroads* benearo will continue in chort supply during the coming year. Motor carriers are also experiencing a shortage of equipment due to heavy increases in truck leadings. MARKETING RESEARCH COMMITTED DEPORT J. M. Trade ctatisties provide-- management with bench marks for measuring degree ef change and perform ance. The availability of reliable trade statistics serves management in a number of vital areas: MARKETING - Assists use trado statistics to establish l~jL2f?jj780 ^Hp-^g* market sizo* geographic distribution, and share-of-raarket. FIKANC5 - Budgeting sad financial planning utilise the forecast and scanorals established with trade statistics. j$U.i # Since the primary value of trade statistics'is to serve as bench marks, the . statistical -program mast provide efficient flexibility to permit refinements as needed -- with assurance that the ability to index change is not lost. The 2CMA statistical program was carefully conceived years ago and has been maintained in strict accordance with this precept. Occasional refinements have been introduced as dictated by nodd and practicality. The only dis-- -- ruptive dement is unavoidable and results from change in company member- chip. Also attached is a summary table of NIMA shipments as requested at the Spring Meeting in Chicago.
