Sanborn visited the Eskridge Production Company oil and gas facility located at latitude 36.206905 and longitude -96.000395 near Sperry, Oklahoma on 10/08/2019 for an unannounced inspection. There were no representatives of Eskridge Production Company present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION The facility is known as the Casino lease and is located next to the Osage Casino north of Tulsa, Oklahoma. Section II - OBSERVATIONS The secondary containment area at the tank battery was recently full, and I observed oil and produced water that flowed to a nearby ditch. The fluids in the pit had been lowered, and oil and produced water remained in the flow path. The ditch was connected to a storm drain and produced water likely entered the storm sewer from the facility. I observed surface damage outside the secondary containment area and along the flow path from the oil and produced water released from the facility. The secondary containment was not adequate and had seepage from the berm walls. Additionally, the facility did not have an identification sign. Section III - AREAS OF CONCERN There was surface damage outside the tank battery secondary containment area. The secondary containment berms were inadequate and seeped. The produced water and oil were released from the facility and flowed to a nearby storm drain. Section IV - FOLLOW UP EPA water enforcement will refer this facility to the EPA SPCC program.
