Attached is a proposed chemical Health Hazard Priority List for the Technical Center.
The chemicals listed in Priority I are carcinogens and should not be in use at the Technical Center.
The Priority II list contains those chemicals which are currently regulated by OSHA standards or voluntary standards. We must be sure that our employee exposure records are current on these chemicals-.
The Priority HI list contains chemicals we use at the Technical Center that, because of their toxicity and the quantity used, we should monitor. This would be to insure ourselves that we do not have employee exposure problems.
The list will be updated periodically. It is the responsibility of each supervisor to suggest changes as conditions change. Any time a supervisor or employee thinks there is a possibility for exposure to harmful vapors or dusts he should bring it to the attention of management. When there is a potential exposure situation the chemical/s will be added in the list above.

Minutes of the Technical Center OSHA Committee Meeting January 26, 1977

The Technical Center OSHA Committee met in the East Conference Room at 10:00 a.m. , Wednesday, January 26, 1977. The purpose of the meeting was to review the exhaust/ventilation system report of Callins, Haggard and Associates, Inc. and other OSHA related business.
Mr. J. P. Hawthorne, Chairman, announced that the Committee membership for 1977 has been expanded to include Mr. R. H. Maurer, Mr. W. L. Shealy, Dr. W. C. Fuqua, Mr. A. Spencer, Mr. E. R. Lock and Mr. E. S. Ramey. Mr. L. W. Hartman is now a past member.
Visitors present were Mr. R. M. Guedin and Dr. R. F. Stubbeman.
The exhaust/ventilation system report was circulated to those present. Mr. W. L. Shealy summarized his evaluation and findings as follows:
A. Labs 101 - 104 and 109 - 114 - These labs have below average air turnover rates of 6 to 7 minutes. Others measured were 2 minutes or less (in emergency exhaust mode).
B. Hood Face Velocities - This will probably need to be - measured every 3 months.
C. Operation of Hoods - This, in general, is not good and needs improvement. Reasons given: Addition of carbon beds, fan belt slippage, leaks and/or too many openings.
D. Walk-In Hoods - These cannot be made to give protection from toxic substances with the door(s) open.
E. Bench Hood Face Velocity - Requirements should be established as a function of the permissable exposure level (PEL) of the chemicals used in each hood.

F. Color Coded Hood Tags - These tags, to be used to indicate different levels of toxicity, were circulated. They have space for face velocity measurements. They will be recommended for the continuing Technical Center program to insure industrial health and OSHA compliance.
G. Exhaust Hoods and Vents in the Maintenance Buildings These require modifications.
H. Air Conditioning -
1. Keep hoods closed at all times to conserve energy required for air conditioning.
2. Labs having 2 or more hoods can have air flow into a room from hood with exhaust fan off or inoperative.
3. Let hood fans run continuously with doors closed.
4. Set up continuous testing procedure.
5. Establish preventive maintenance program of fans, fan belts, motors, ducts etc.
I. Air'Flow in the Pilot Plant Building - This is in good shape.
A subcommittee was appointed to study this report and recommend needed action to insure employee health and OSHA compliance. The members of this subcommittee are: Mr. W. L. Shealy.(Chairman), Dr. B. J. Bland, Mr. D. A. Reck and Mr. E. S. Ramey. This subcommittee will report its findings and recommendations by February 21, 1977. This subcommittee will have its first meeting January 27, 1977 at 2:00 p. m.
A subcommittee was also appointed to study the new OSHA regulations for ground fault protection and its effect at the Technical Center. The members of this subcommittee are Mr. A. Spencer (Chairman), Mr. H. L. Farek, and Mr. E. R. Lock. The study and report will be completed before February 22, 1977, which is the date the OSHA standard becomes law (see Appendix I).
Ground fault protection will be required on all construction sites. Mr. Hawthorne contacted the local OSHA office for clarification of construction work sites. It applies to the Technical Center when work of a construction or remodeling nature is in progress.
Mr. Hawthorne rescinded his memo JPH-43-76, "OSHA Committee Organization". He stated that since Committee membership reflects areas of expertise in OSHA related fields, he will ask those most knowledgeable on the subject in question to research the law, and then recommend Committee action.

The OSHA Committee anticipates more activity during 1977 particularly in, but not limited to, areas concerning industrial health.
Mr. Hawthorne appreciatively acknowledged Mr. Ramey's acceptance to serve as OSHA Committee Secretary. In this capacity, Mr. Ramey will document activities and assist other members in obtaining OSHA related information.
