During our discussion about the Salton Sea, IID raised a couple of issues on which there have been some recent developments. I want to update you on those. First, in our meeting IID expressed concern that the State had not yet released a detailed 10year plan for management of the Salton Sea, including mitigating the effects of water transfers under the Quantification Settlement Agreement (QSA). Last year, IID and Imperial County had twice recommended to the State Water Resources Control Board (SWRCB) that it require the State to provide, by December, 2016, a detailed Salton Sea plan - including specific projects, timelines, benchmarks and cost estimates. When we met with you this month, the State had prepared only a draft Salton Sea management plan that did not include timelines, costs estimates or other details. On March 9, the State informed IID that it will soon release a detailed "Salton Sea Management Program (SSMP) Phase 1: 10-Year Plan." This is welcome news. IID expects the plan to be released very soon, and we will send you a copy when it is available. Second, IID told you that the District and Imperial County would soon file a motion with the SWRCB for an evidentiary hearing aimed at requiring the State to adopt a detailed, enforceable SSMP this year. Yesterday, March 15, IID, Imperial County and the Imperial County Air Pollution Control Board jointly filed a motion for a SWRCB evidentiary hearing. The motion requests the hearing before July 17, 2017, and requests that the SWRCB require the State to adopt an enforceable SSMP by October of this year. Attached for your information are: - A copy of the IID and County agencies March 15 filling with the SWRCB, together with a letter explaining it. - An IID press release on the filing - An IID "Water Issues Update" that includes a timeline and summary of the QSA and IID's actions before the SWRCB regarding the Salton Sea.
