PROPOSED FEDERAL SPECIFICATIONS FOR "Insulation, Thermal, Mineral Fiber (For Low Temperatures)" "Insulation, Thermal, Mineral Fiber (For Elevated Temperatures)" Drafts of each, dated October 6, 1962 were sent to R, E* Lyons of General Services Administration by J. M, Barnhart with a letter dated. January 23, ,1963* No changes for further revision were received by the Sections and none were proposed at this.meeting. PROPOSED FEDERAL SPECIFICATION FOR "INSULATION; FELT, THERMAL AND ACOUSTICAL, MINERAL FIBER (FOR LOW Sc ELEVATED TEMPERATURES)11. - The draft dated February 14, 1963 prepared by Mr,, Ernst was discussed in detail and many changes proposed which will be incorporated in a new draft by Mr. Ernst, The following points were among the changes dis cussed. ' _-yr- ' :\v. Change title to include the words "Duct Lining Materials",: ;;; NRC-values are to be included with sound absorption coefficients. Standard widths to be revised after checking with Owens-Corning, 2 One-half inch thickness to be added to Type I list of sizes, STANDARD FACINGS It was agreed that deciding on a standard list of facings was not a Technical Committee function and specification on this should be referred to the Board of Directors, For classification purposes, it was .agreed that facings could be listed as belonging to one of four types, namely, Foils, Plastic Films, Laminates and Fabrics, Sheet metal, including aluminum {,016" thick and similar) and roofing felt jackets, were not included in the four types listed, A long list of characteristics and physical properties, for which test procedures and performance standards may be selected, was discussed at length* Mr, Gubar is assembling data from the manufacturers of facing materials concerning these characteristics* \ K -VALUES, ASHRAJE GUIDE The list of suggested values dated October 6, 1962 sent out for comment by J, M* Barnhart under date of October 29, 1962 was discussed. In view of objections raised to the values for High Temperature Inorganic Bonded Mineral Fiber Insulating Block, it was agreed that curves showing maxi mum and minimum values from a number of actual tests should be cir culated from which new suggestions for suitable design values may be obtained, . :. ' Jt was emphasized that all values should be again reviewed before the approaching deadline for data for the 1965 Guide (probably about October 1963), ,-V/S-vr'-;. REVISIONS TO ASTM SPECIFICATIONS C-262, C-263, C-280 Negative ballots and comments resulting from the C-16 letter ballot were reviewed and found to require no specific action by NIMA* All were either of an editorial nature or suggestions that specifications be combined, an action already initiated by Mr* Barnhart*;'- NIMA STANDARDS The material circulated under date of December 3, 1962 was discussed but no additions or changes were offered* However, it was suggested that further study of the idea of philosophy as to why a standard should be issued and what was to be included in it could well be studied further and specific recommendations made. PRODUCT IDENTIFICATION This product concerned the Glass Section only. It was agreed that a workable system for identifying glass fiber blanket products has already been presented to the Board of Directors covering the basic materials. The suggestion was added that coated blanket should be additionally marked on the coated face, the marking to include the density, manufact urers' identification, and any other needed marking such as type of coating* This is now standard with one manufacturer, MILITARY SPECIFICATION MIL-C-2861A (INSULATING CEMENT) This revised specification (July 5, 1962) was issued without industry con sultation and includes changes in the method of determining water-cement ratio* It was reported by one committee member that these changes make it impossible for previously-approved cements to meet the physical property requirements, ft was agreed to request other members to check this report, and if found correct, to ^rCqde^tglh^necess.ary^qhanges^inlh^fpscifications;? It was pointed out that the physical property requirements are the same as- in the folder version of the specification, so that cements acceptable under it ^shoiiLd be equally acceptable in the .revised edition , was reported that;a draft of-a revision to Federal Specification HH-I' 00500 (on Insulating Cements - all types) was very recently issued to ^manufacturers for comments. This concerns cements of the following Vki^ds: 85% Magnesia, Diatomaceous Earth, Mineral Wool (2 types), JVermiculite and Asbestos,.;; All manufacturers are urged to study and '^submit'comments to Mr* Barnhart for consolidation prior to April 1st to y'meet the Government deadline of April 18, 1963, `I Recently proposed drafts of ASTM specifications where two have been combined into one were briefly discussed* Committee members were requested to send in detailed comments as soon as possible* Respectfully submitted K* M, Ritchie z COMMON BASIS OF PRESENTING O. D.S This subject was reviewed and it was agreed that each Committee member should check the tables, dated 11/19/63, against their own company'sliterature and come prepared at the next meeting to come to a final de cision on this matter, N1MA STANDARD It was agreed that typical values should appear in this Standard depicting physical requirements, > The subject (NIMA Standard) was reviewed in detail and the Committee agreed that:,. - 1* The subject should be placed on the Board of Directors* meeting agenda for further guidance* 2. The T Sc R Committee is working very closely with ASTM, ASHRAE and the various government agencies and can*t see the value ,of promulgating an NIMA STANDARD at the present time, A draft of the Standard will be sent to the T ScR Committee for review in detail with their principal, STANDARDS FOR FACINGS The Board of Directors asked that the T Sc R Committee establish standards for facings. The Committee feels that this problem is one of sales and . that before performance standards can be established the list of facings has to he obtained from the various commodity managers, Mr, Barnhart will ballot the Board of Directors to establish the facings that performance standards are desired and suggesting that the commodity managers be contacted in this respect* ECONOMIC THICKNESS STUDY (COLD STUDY) Mr, Barnhart reported that the study has been completed and that 25 copies , of the basic manual will be forwarded to NIMA by West Virginia University in the near future, . * V* * * ' x- . ' A talk with Mr* W. C, Turner at the recent ASTM Meeting indicated that the study shows that condensation thicknesses prevail over economic considerations in the great majority of cases covered by the study. ( 3 SURFACE RESISTANCE CURVE The curve "Heat Transmission Vs Surface Resistance", dated 10/20/62. was reviewed. The curve has been extended from 350 to 600 Btu/hr sq ft. The curve was approved by the Committee INSULATIONS FOR USE IN NUCLEAR REACTORS Mr. Barnhart's letter of January 17, 1963, on this subject was discussed. The Committee agreed that no expenditure should be made by NIMA on the proposed project at this time. The primary subject will be to determine what the problem is and where is information on this subject available. OTHER BUSINESS Copies of HH-I-500 will be distributed to the Committee for comment..
